NON-IMMIGRANT VISA FOR TEMPORARY STAY
Tourism and Business Purposes
Foreigners are generally allowed entry into the country without visas for a stay of twenty-one (21) days or less for tourism and business purposes. (U.S. Passport holders may enter the Philippines without visas for a stay of twenty-one (21) days or less for tourism and business purposes.) Round trip or onward airline ticket must be presented together with the passport at the port of entry. Balikbayans can stay beyond twenty-one (21) days. Children under 15 years old traveling unaccompanied and not coming to a parent are governed by special regulations, see below.

Visas are required for aliens entering the Philippines temporarily or for a more or less definite duration, who are admissible by virtue of the Immigration Act or special laws. Stay should not exceed fifty-nine days for tourism and business purposes.
To speed-up the processing time remember to:
  • Fill-out application form completely
  • Submit all original documents
  • Photocopy all necessary documents, prior to going to the Consulate General
What to bring or mail?
  • Duly accomplished application form (FA Form No. 2-A). For Taiwanese nationals, submit two accomplished forms (FA Form No. 2)
  • Current passport (should be valid for 6 months beyond the length of the proposed stay in the Philippines)
  • One (1) [two for Taiwan] colored photo 1.77" × 1.37" (3.5 × 4.5 cm) recently taken, front view, with a white background. (No eyeglasses or sleeveless attires please.) Digital photographs not yet allowed. [for Taiwan, photos must be signed on the front, left side]
  • Proof of Financial Capacity:
  • Pleasure - photocopy of any of the following: latest bank statement, previous year's income tax return, most recent pay stub and an employment certificate from the employer indicating position and salary or affidavit of support;
  • Business - letter from employer or sponsor of the trip indicating its specific purpose or nature, length of stay (inclusive dates), company guarantee or all moral and financial obligations to be incurred by the person while in the Philippines
  • Photocopy of airline ticket
  • Itinerary of Travel
  • Schedule of Fees (cash or money order) - For U.S. Passport holders only:
  • Single entry valid for three (3) months - US$ 30.00
  • Multiple entry valid for six (6) months - US$ 60.00
  • Multiple entry valid for one (1) year - US$ 90.00

Pleasure Visas for Minors
Covers children who are not Philippine passport holders and are under 15 years of age.
  • Children accompanied by or coming to a parent must comply with above requirements (items 1 to 7) and must submit a photocopy of the airline ticket and travel itinerary of the parent
  • In addition to the visa, children unaccompanied by or not coming to a parent are required to secure a "Waiver of Exclusion Ground" (WEG) issued by the Bureau of Immigration in Manila. A visa can be issued prior to the issuance of the WEG, provided the following documents are presented and submitted to the Consulate General and Bureau of Immigration, respectively:
  • WEG application filed at the port of entry requires that the applicant leaves the passport with the Bureau of Immigration, which will be released only after the WEG is secured. For more information read the news release regarding this
  • For Non-US passport holders, copy of the Alien Registration Card or proof of legal residency in the US is required
  • If the applicant is not appearing in person, the application form must be notarized
  • Additional Instructions for applications by mail: Enclose a self-addressed stamped envelope (preferably certified mail or priority mail). Envelopes with metered stamps will not be accepted. Allow one to two weeks for processing. The Consulate General will not be responsible for any delay or loss of documents during transit
  • Affidavit of Consent, Guaranty and Request for the Issuance of the Waiver Of Exclusion Ground (WEG) executed by either of the parent or both or by a legally appointed guardian of the child naming therein the person who will be accompanying the child to the Philippines and with whom the child will reside in the country
  • Photocopy of the Birth Certificate of the child
  • Photocopy of the data page of the child's passport
  • Photocopy of the passport of the accompanying adult or guardian
  • Fees payable at the Bureau of Immigration (broken down as follows: Application fee: P2,000; W.E.G. fee: 600; Legal Research Fee: 20; Express Lane fee: 500). These fees are payable at the Immigration (Airport) counter in Manila and are separate from the visa fee to be paid at the Philippine Consulate General

Balikbayan
As a general rule, balikbayan privileges are extended to the alien spouse and children of Filipinos and former Filipino citizens. This means visa-free entry into the Philippines for the alien spouse and children who are traveling with the Filipino or former Filipino citizen even if they stay in the Philippines for more than 21 days up to 1 year. Excepted from this rule are certain foreign nationals who still must obtain an entry visa to the Philippines even if they are married to a Filipino or former Filipino citizens. For a list of these nationals, concerned parties are encouraged to call the Philippine Consulate before making any travel arrangements.

The following are considered balikbayans: (1) a Filipino citizen who has been continuously out of the Philippines for more a period of at least one year; (2) a Filipino overseas worker; (3) a former Filipino citizen; and (4) the alien spouse and children of balikbayans as defined in categories 1, 2, and 3 who are traveling with them unless the spouse belongs to the exception as stated in the immediately preceding paragraph.

Balikbayans enjoy the following benefits: (1) Exemption from travel tax; (2) visa-free entry to the Philippines for a period of one year for foreign passport holders; (3) duty-free shopping privilege of up to US$2,000.00 (US$1,000.00 as arriving Balikbayan and US$1,000.00 as arriving passenger) with the following limitations: a) shopping must be done within 2 days upon arrival and b) purchases must be made personally by the balikbayan. These benefits are available to Balikbayans every time they enter the Philippines regardless of their frequent travel.

Special Non-Immigrant 47(a)(2) Visa Requirements

Section 47(a)(2) of the Philippine Immigration Act of 1940 provides that the President is authorized, "When the public interest so warrants, to admit, as nonimmigrants, aliens not otherwise provided for by this Act, who are coming for temporary period only, under such conditions as he may prescribe."

Under Item 5 of LOI dated 18 August 1976, in relation to PD No. 830 dated 27 November 1975, the President delegated his authority under this Section to the Department of Justice.
Requirements:
  • Valid passport
  • Two signed passport photographs for each applicant taken within the last 6 months
  • FA Form No.2 to be submitted in duplicate
  • Letter from Foundation or Institute stating that the applicant is connected with such program which is approved by the Department of Foreign Affairs
  • No visa fee charged for US citizens
  • Police clearance certificate from place of residence of applicant
  • If applicant cannot appear in person at the Consulate General, visa application form should be notarized
  • FA Form No. 11 to be accomplished in duplicate by a Physician and submitted to the Consulate General
  • Chest X-ray negative (life size) to be presented to this office and handcarried to the Philippines
Note: The last 2 requirements should be presented if applicant plans to stay in the Philippines for one year or more. If applicant's stay is for less than one year, Nos. 8 and 9 are not required.

Visa service by mail should be accompanied by Money Order for corresponding fees payable to the Philippine Consulate General and a self-addressed stamped envelop, preferably a big brown envelope that can accomodate the chest x-ray film.

STUDENT VISA
Foreign students are those belonging or owing allegiance to a country other than the Philippines and studying in any educational institution recognized or owned by the government of the Philippines. These include researchers, trainers, grantees, scholars, and other similar categories of persons who conduct research work in any government or private department or agency, or who study in any special training institution or center in the country. (MECS memo, No. 183, s. 1983).

A bonafide foreign student is one who is at least eighteen years of age at the time of enrollment; has sufficient means for his/her education and support; and who seeks to enter the Philippines for a temporary stay for the purposes of taking a course of study higher than high school at a university, college or school authorized to accept foreign student.

Any Philippine Higher Educational Institution (HEI) whose programs or courses are recognized by the Commission on Higher Education (CHED) and approved for admission of foreign students by the Bureau of Immigration (BI) is authorized to accept foreign students.

A prospective foreign student for the tertiary or college level should be a graduate of high or secondary school or its equivalent.

Aliens Exempted
For enrollment in tertiary schools, student visa and BI special study permit shall not be required of the spouses and unmarried, dependent children below 21-years old aliens under the following categories:
  • Permanent foreign residents
  • Aliens with valid working permits
  • Personnel of foreign diplomatic and consular missions
  • Personnel of duly accredited international organizations residing in the Philippines
  • Holders of Special Investor's Resident Visa
  • Holders of Special Retiree's Resident Visa

Documentary Requirements
The following documents are required of a foreign student who applies for a student visa:
  • Original copy of the school's Notice of Acceptance (NOA)
  • Original copy of the student's Personal History Statement (PHS)
  • Proof of adequate support to cover expenses incidental to his studies
  • Scholastic records authenticated by the Philippine Foreign Service Post
  • Police Clearance Certificate by the National Police Authorities in the student's country of origin or residence duly authenticated by the Philippine Foreign Service Post
  • Medical Health Certificate issued by an authorized medical practitioner in the student's country of origin including standardized Chest X-ray
  • Original copy of the Certificate of Eligibility for Admission (CEA) issued by the Commission on Higher Education (This is required only in Quota courses of study such as Medicine and Dentistry).

Procedure in the Issuance of Student Visa Abroad
The following procedure shall be observed in the issuance of a student visa abroad:
  • A foreign student communicates with his choice of any Philippine HEI authorized to accept foreign students and complies with the school's institutional requirements, including submission of the documents listed under documentary requirements except the plice clearance and the medical certificates, which shall be submitted, directly to the Foreign Service Post (FSP)
  • The HEI, satisfied with the student's compliance with it's requirements, issues a Notice of Acceptance (NOA) to the student and submits a duplicate copy to the Department of Foreign Affairs (DFA), together with a certified copy of the CHED's CEA (if the student is to enroll in Medicine or Dentistry), the original copy of the student's Personal History Statement, proof of adequate financial support, and student's scholastic records. These documents shall be hand carried to the DFA by the HEI's designated Liaison Officer
  • The DFA endorses the documents to the FSP located in the student's country of origin or residence for the issuance of the student visa. Requests for issuance of visa in places other than the student's country of origin shall not be entertained
  • The FSP notifies the student of the receipt of the documents and requests him to appear for interview before a consular officer, bringing his Notice of Acceptance. The Consular Officer shall confirm the student's scholastic fitness for the program applied for and shall issue the student visa upon compliance with consular requirements
  • Upon arrival in the Philippines, the student shall report immediately to the accepting HEI which shall assist him to obtain the Alien Certificate of Registration (ACR) and Certificate of Residents for Temporary Students (CRTS) from the Bureau of Immigration (BI)
  • The DFA notifies the HEI, copy furnished CHED and NICA, of the issuance of a student visa to the student as soon as it receives a report to this effect from the issuing post

Certificate of Eligibility for Admission to a Medical Course
The Certificate of Eligibility for admission to a medical course (CEM) and the Certificate of Eligibility for Admission to a dental course (CED) of foreign students shall be issued by the Office of Student Services of the Commission on Higher Education, Room 315, National Engineering Center, UP Diliman, Quezon City.

Notice of Acceptance
The Notice of Acceptance (NOA) addressed to the student-applicant shall be prepared by the HEI in quadruplicate, the copies to be distributed as follows:
  • For student (the original)
  • For DFA or BI
  • For CHED
  • For school file
The student shall present his copy to the Foreign Service Post, which later communicates with him regarding his visa application.

Consular Requirements for Student Visas
Applicant must appear in person and shall submit the following documents to the Philippine Consulate General in New York:
  • Valid passport
  • Notice of Acceptance from the school (original and two copies)
  • Application for Non-Immigrant Visa (FA Form No. 2) to be accomplished in triplicate
  • Six (6) 2" × 2" photograph of the applicant signed at the bottom front of each and affixed to the application
  • Medical Certification (DFA Form No. 11) duly accomplished by any physician, should be notarized, together with a life-size chest x-ray film and laboratory reports (Original and two copies)
  • Clearance from local police authorities where applicant is residing (Original and two copies)
  • Visa Fee of $250.00 (no personal checks)

Foreigners Who are Already in the Philippines under any Valid Visa Arrangement
Foreigners who are already in the Philippines under any valid visa arrangement may apply for the conversion of their status to 9(f) (Student Visa) provided they submit the following:
  • Original Notice of Acceptance (NOA) and when appropriate, the CEA*
  • Proof of adequate financial support
  • Scholastic records duly authenticated by the Philippine embassy/consulate located in student's country of origin or legal residence
  • Police Clearance Cerrificate authenticated by the Philippine embassy/consulate located in student's country of origin or legal residence
  • National Bureau of Investigation (NBI) Clearance (if student resided in the Philippines for more than 59 days). If the student resided in the Philippines for less than 59 days, this requirement is not needed
  • Quarantine Medical Examination by the National Quarantine Office
  • Copy of Duly Signed and accomplished Personal History Statements (PHS) with 2" x 2" photograph
  • Photocopy of data page of student's passport showing date and place of birth
*For Quota Courses such as Medicine and Dentistry, a Certificate of Eligibility for Admission (CEA) is also issued by the Commission on Higher Education (CHED).

  • Police Clearance issued abroad and duly authenticated by the Philippine Foreign Service Post, or National Bureau of Investigation (NBI) in the Philippines valid for at least 6 months
  • Certification by a PRA shortlisted bank of the requisite deposit amount of US$1,500.00, US$50,000 or US$75,000.00 whichever is applicable
  • If the spouse is joining the applicant, original copy of Marriage Contract if the applicant's marriage was solemnized in the Philippines or original copy of Marriage Certificate duly authenticated by the Philippine Embassy/Consulate nearest to the applicant's residence abroad if the marriage was contracted abroad
  • If dependent/s is/are joining the applicant, original copy of Birth Certificate/s of dependent/s born in the Philippines or Birth Certificate/s or Household Register duly authenticated by the Philippine Embassy/Consulate nearest the applicant's residence abroad

SPECIAL INVESTOR'S RESIDENT VISA (SIRV)
Who Can Avail of the SIRV?
Foreigners (except those classified as RESTRICTED) who are at least 21 years old, physically healthy and with no derogatory record and willing to invest at least $75,000.00 in an existing or new corporation. The corporation must be publicly listed, or a company involved engaged in the Investment Priority Plan (IPP) projects or engaged in the manufacturing or service sectors. Applicant's spouse and the unmarried children under 21 years of age, may be issued the same visa.

Step 1: Application with the Foreign Service Post
Bring original valid passport and submit two sets of the following:
  • SIRV Application Form with six (6) pieces of 2" × 2" photographs and 6 pieces of 1" × 1" photograph (SIRV Form No. 001A for Principal and SIRV Form No. 001B for spouse or dependents)
  • Certified true copy of passport
  • Notarized medical certificate valid for six months from date of filing and duly authenticated by the Foreign Service Post
  • Police Clearance from home country duly authenticated and valid for six months from date of filing
  • Certificate of Inward Remittance from the correspondent banks of these Accredited Depository Banks (Land Bank of the Philippines or Development Bank of the Philippines)
  • Certificate of Peso Time Deposit (This will be forwarded by LBP or DBP to the One Stop SIRV Center in BOI within 24 hours of receipt of inward remittance)
  • Authenticated Accomplished Personal History Statement Form (from NICA)
  • Duly notarized SIRV Deed of Undertaking (SRIV Form SH-001)
  • Authenticated Birth Certificate/Family Registry/ Household Registry
  • Authenticated Marriage Contract

If Documents are complete, Foreign Service Post will issue a stub from SIRV From 001/1B and inform applicant that papers can be processed within 20 days provided applicant pays cost of courier service.

Step 4:
If application is approved, the One Stop SIRV Center, BOI, endorses an approval to DFA Consular Affairs Division, which, in turn, will inform the Foreign Service Post. Upon receipt of the Authority to Issue Visa, the Philippine Foreign Service Post will issue a probationary multiple entry SIRV valid for six months.

Step 5:
If application is disapproved, the One Stop SIFV Center, BOI, informs DFA Consular Affairs Divivision, which, in turn, will inform the Foreign Service Post. The Foreign Service Post will inform applicant so applicant can withdraw his time deposit with LBP or DBP.

NON-QUOTA IMMIGRANT VISAS
Requirements for Non-Quota Immigrant Visa (13-A)
Applicant must be married to a Filipino citizen or unmarried children under twenty-one (21) years of age of a Filipino citizen, if accompanying or following to join such citizen. Applicant must submit the following documents:
  1. Passport valid for at least six (6) months beyond authorized period fo stay in the Philippines
  2. Duly-accomplished application form (FA Form No. 3)
  3. Six (6) photographs (2" x 2") with white plain background, signed on the front left side
  4. Documentary evidence to prove spouse's or either parent's Philippine citizenship and applicant's relationship to Filipino citizen (e.g. original birth certificate, Philippine passport or Marriage Certificate). All originals shall be returned to the applicant after the Consular Officer has examined their authenticity
  5. Medical Examination Report (FA Form No. 11) duly-accomplished by any physician whose signature should be duly-notarized, together with a standard-size chest x-ray film and laboratory reports. Medical Report must be valid for at least six (6) months prior to date of filing of application
  6. Police Clearance Certificate issued by the national police authorities in the applicant's country of origin or legal residence. The Certificate must be valid for at least six (6) months prior to date of filing of application
  7. Proof of financial capacity of the applicant such as certificate of title of real estate property, investment certificate, bank certificate of existing checking or savings account, or notarized Affidavit of Support from a relative in the Philippines
  8. Visa fee of US$150.00, payable in cash, money order or certified cheque
Please submit above documents in three (3) sets, arranged in the following order/sequence:
  • FIRST SET - ALL ORIGINALS of item nos. 2 to 7
  • SECOND SET - ORIGINALS of item No. 2 and COPIES of item nos. 3 to 7
  • THIRD SET - same as second set

Requirements for Non-Quota Immigrant Visa (13-G)
Applicant must be a natural-born Filipino who has acquired foreign citizenship. The visa may include the accompanying spouse and unmarried children under twenty-one (21) years of age. Applicant shall submit the following documents:
  1. Passport valid for at least six (6) months beyond authorized period fo stay in the Philippines
  2. Duly-accomplished application form (FA Form No. 3)
  3. Six (6) photographs (2" x 2") with white plain background, signed on the front left side
  4. Documentary evidence of former Philippine citizenship, such as old Philippine passport and original birth certificate. Foreign spouse and children must present legal proof of relationship, such as original marriage contract and birth certificate
  5. Medical Examination Report (FA Form No. 11) duly-accomplished by any physician whose signature should be duly-notarized, together with a standard-size chest x-ray film and laboratory reports. Medical Report must be valid for at least six (6) months prior to date of filing of application
  6. Police Clearance Certificate issued by the national police authorities in the applicant's country of origin or legal residence. The Certificate must be valid for at least six (6) months prior to date of filing of application
  7. Proof of financial capacity of the applicant such as certificate of title of real estate property, investment certificate, bank certificate of existing checking or savings account, or notarized Affidavit of Support from a relative in the Philippines
  8. Visa fee of US$150.00, payable in cash, money order or certified cheque
Please submit above documents in three (3) sets, arranged in the following order/sequence:
  • FIRST SET - ALL ORIGINALS of item nos. 2 to 7
  • SECOND SET - ORIGINALS of item No. 2 and COPIES of item nos. 3 to 7
  • THIRD SET - same as second set
